The vision is clear. The slide deck is signed off. The board is bought in. Twelve months later, the operating model hasn't shifted, decisions are still being made the way they always were, and the promised outcomes haven't landed.

This is the gap where most transformation programmes quietly stall — between strategy and delivery. In most cases, the problem isn’t ambition, it’s structure. Operating models remain organised around outdated ways of working, governance and funding pull teams back into old behaviours, decision rights haven’t evolved, and leadership still rewards planning over delivery. You can’t strategy your way out of an operating model problem. You have to redesign the operating model itself.

Where we help

Our Strategy & Operating Model work focuses on the structural decisions that determine whether transformation strategy translates into real change. We work across five connected areas — engage us where you need us, or work with us across the full picture.

01: Transformation Strategy & Roadmap

Defining where transformation will create real value, how to sequence it, and how to avoid the trap of doing too much at once. We help leaders move from a long list of ambitions to a focused, defensible roadmap aligned to outcomes the organisation can actually deliver.

02: Product-Led Operating Model Design

Reshaping how your organisation organises around products and platforms rather than projects. Designing team structures, capability maps, decision rights and accountability that hold up beyond the transformation programme — including how AI is starting to reshape those structures.

03: Governance & Decision-Making

Designing governance that enables pace rather than slowing it. From portfolio governance through to delivery decision rights, technical authority and assurance — pragmatic, proportionate, and built around how decisions actually need to be made.

04: Funding & Prioritisation

Aligning how money flows with how teams are organised. Most operating model transformations stall in the funding model — we help you redesign investment, prioritisation and value tracking so the money flows the same way the work does.

05: Target Operating Model & Transition

Defining the destination, the transition path, and the realistic milestones in between. We help organisations move from current state to target state with a clear sense of sequence, dependency and risk — without the multi-year programme overhead.

Most operating model work in the market is delivered by large teams over long timeframes — the cost of which often exceeds the value of the change itself. We work differently.

We're senior advisors who help your leadership team make the right structural calls — quickly, defensibly, and with the pattern recognition that comes from working across many organisations facing similar questions.

A different kind of operating model consultancy.

From strategic intent to operational reality

Most transformation strategies are sound. Most operating models aren’t built to deliver them. Glowar helps senior leaders design the structures, governance and decision-making needed to turn strategy into outcomes — not just ambition.

What we don’t do

We don’t embed delivery teams. We don’t create operating model frameworks for their own sake. And we don’t build governance structures that slow organisations down. Our focus is simple: helping you make better structural decisions that actually hold up in practice.

How we work with you

We work alongside senior leaders on the structural questions that matter most — bringing clear, opinionated thinking informed by organisations facing similar challenges. The result is operating models that are practical, defensible and designed to deliver real change.

Our work draws on years of senior experience leading transformation, advising boards, designing operating models, and supporting organisations through major structural change.We've seen what works  and, more usefully, what consistently fails. Pattern recognition is one of the most valuable things a senior advisor brings into a room, and it's at the centre of how we work.
We don't bring a methodology or a framework as the answer. We bring the experience to ask the right questions, challenge the comfortable assumptions, and help your leadership team design something that fits.

Got some questions? We have the answers...

No. We bring patterns, principles and challenge — but we don’t try to fit your organisation into someone else’s framework. The right operating model for you depends on your strategy, your context, your culture and your capability.

Faster than most large consultancies will quote you. Strategy and target operating model definition typically takes weeks, not months — because we’re working at senior level, not running a multi-workstream programme. Transition is longer, but that’s your work to lead, with our support where useful.

Yes. A lot of our work is with organisations that have started transforming but are seeing drift, stall or unintended consequences. Independent senior challenge at that point is often more valuable than the original strategy work.

No — and that’s deliberate. We don’t take ownership of your transformation. We help you make the right calls and build the structures, then leave you to lead the change. We’re available for ongoing senior advisory support where useful.

Increasingly, operating model design has to account for AI in the loop — where decisions are made, who’s accountable, how risk is owned, and how capability evolves. That’s part of how we think about operating models now, not a separate conversation.

If you're shaping transformation strategy, designing a target operating model, shifting from projects to products, or facing critical decisions about how your organisation should work — we can help.
